We should enable metavoting on the metadata.

I guess I'm thinking of a teeny little up/down voting box that appears over each tag on mouse-over or is off to the side. If somebody wanted to add a tag, it could show up dimly at first, and darker as it was voted up or down.
As it is, the tags are just taken at face value, or, occasionally., factored into the voting decision on the main claim. We've already trained users in how to vote, and it might be a fun way to deal with tag spam.

Also, i really do think that the taxonomy should be community-, not author-driven.
