Toilet seats are not typically vectors for disease, and anything really gross on a toilet seat is going to soak right through it.

True, but fake measures to create peace of mind that is comparable to real risk can sometimes be useful.
Oh, and also, I find it much easier to see if the toilet seat is yucky if I put down a cover. I can't see the moisture on the seat, but I can see the moisture soaking through.
a friend of mine humorously calls them, "ass gaskets."
