Toilet seats are not typically vectors for disease, and anything really gross on a toilet seat is going to soak right through it.

Oh, and also, I find it much easier to see if the toilet seat is yucky if I put down a cover. I can't see the moisture on the seat, but I can see the moisture soaking through.
