There should be a clear Return on Investment when you pay your taxes.

Not everything can and should be privatised and there is a need to provide and deliver social and civic care and services to the community in order to create opportunities for every private enterprise.
We expect a return on investment for every other type of spending so why not the Government ?

The trouble is figuring out a way to measure if they are better educated and healthier because most governments seem to use tax payers money and yet not achieve that.
