The case for the impeachment of George W. Bush:
- Deceived the American people into war in Iraq through misleading links between Islamic fundamentalist terrorism and Saddam Hussain. Both are evil, but Saddam wasn't a sane part in the War on Terror.
- Gross incompetence - from Baghdad to New Orleans. Open a newspaper, and - snuggled in-between the stories about Paris HIlton - Bush's incompetence is a near universal feature of the last seven years.
- Continual attempts to undermine the Constitution (the "goddamn piece of paper") after making an affirmation on entering office to uphold and protect it.
- Has decimated civil liberties in the United States through illegal wiretapping, destroying judicial oversight, detention in Guantanamo of "unlawful combatants" without fair trial or due process and use of the USA PATRIOT Act.
- Presiding over torture - in Iraq, in Guantanamo, and in the many secret prisons around under 'extraordinary rendition'.
- The firing of U.S. Attorneys based on political affiliation and lack of willingness to follow political whims.
- Helped undermine the wall of separation between Church and State through funding the federal faith-based program and encouraging the theocratic elements of the political system to ignore the First Amendment in promoting their narrow, sectarian agenda.
The case against the impeachment of George W. Bush:
- If Bush were impeached, Dick Cheney would become president.

Yeah, you'd have to first impeach Cheney, then Bush. There's actually a measure in Congress (from Kucinich, I think) to impeach Cheney.
But that would be hilarious. Dick "clutches chest" Cheney for President!
True, he might have a heart attack from the excitement if he became president.
You're still not getting the comedy. Balloons would have to be banned at all state events. Eventually clapping and sudden loud cheering would have to be banned as well!
Until the bans you can amuse yourselves by getting as near to President Cheney as possible and going "BANG!"
Impeachment, however, does not necessarily mean removal from office. That is one of several options.
Clinton was impeached. He just wasn't terribly punished for it.
