The way that it's worded actively avoids protecting gay marriage. In other words it says that straight marriage is a human right, but gay marriage isn't.

So, as V and I have noted, it doesn't protect gay marriage.

It does not say that gay marriage isn't a right. If you break down the sentence structure it says nothing about who can marry who (or whom?). They may have intended to specify, but my reading of this text does not indicate that marriage is only protected between men and women.
