Maybe this is just the gamer in me speaking, but there are two types of clarity when it comes to rules and laws.

One is the sort I assume you mean: simplicity, directness, et cetera. The other is the sort our laws actually are growing towards in theory: namely, specifying clearly what to do in every strange situation that can arise. The former is more appealling, especially in an informal set of rules, but in the long run, the latter is almost inevitable. In the absence of actual lawyers, ordinary people would be just as nitpicky.
