I could be wrong here but I thought the economy is just a theoretical existing byproduct of trade/commerce. Adam Smith's invisible hand and all that. And there are rules setup not to make the economy "work" (because it is persistent in any situation where trade exists), but to restrict people from taking advantage of it.

The economy DOES work for people.
What's more important is that politicians should work for people.
