Federal territories are not states. If the Federal government could do this they could simply make war with Canada, win it, declare it a federal territory, then allow Canadians voting rights and rerpesentation in Congress.
Also, Puerto Rico would have to have voting rights if D.C. were to have it.
I am generally a hardcore Madisonian. Considering Federal Papers #43, I would have to say that D.C. must be its own District not belonging to any State.
To use a poor metaphor or sorts, it would be like granting Maryland the Spy status in Stratego.
