Putting them in jail doesn’t help anyone; they should rather pay compensation for their damage, eg the cost of my spam filter app, bandwidth used, etc.
throwing them in jail will discourage others from spamming. Also, they deserve to really be punished, rather than simply fined.
I don’t believe in retribution; taking responsibility - like several hundred millions of dollars - is difficult enough and a de facto jail.
