Another is for someone who can, but when the basic functions of maintaining life are already overexerting the body's resources, in which case all exercise causes the body to weaken and drain itself ot its resources.

There are numerous health problems where rest is vital and exercise is dangerous.

It's true that varying levels of will power can make exercise difficult for some. Some methods to get around this are listening to music, watching TV or movies, meditation, playing sports, and other mentally distracting activities.
