A 2005 story in the Willamette Week puts the number at 7.74 clubs per 100,000 residents in Portland compared to 5.85 for Las Vegas and 2.2 for San Francisco.
I think that there are some places for which there is a strip club just out there, away from the major towns, and instead in a village of about 100 people. That ratio might trump this one, but I suspect that the data being considered is limited to major metro areas and not scoping in to particular podunk villages.

After reading the Willamette Week story I'm convinced.
