My dad does it. You have to wait for him to finish before you can actually start talking. And what's the point? If its a wrong number that will quickly become apparent. Even if it is a wrong number its unlikely the caller will listen carefully enough to accureately compare the number he recites with the number they meant to dial. Pointless!

Very old people do this. It's a habit from when few had telephones and I suspect they feel cheated that everybody has one now and they can no longer feel superior about being "connected".
It is still done in high-security installations.
It kind of makes sense at NSA or CIA to do it. Elsewhere? not really.
I answer the phone with "+14155551212".
The minor exception being the recording on an answering machine. Other than that I've never actually heard anyone do this.
well, i'll remember the number i hear, without really trying. so if i accidentally call your dad, and then he's a jerk to me, i'll remember who was the jerk.
