There is enough for every person to have at least a square acre of land in Texas, the problem is population density in specific areas.

There aren't six billion square acres in Texas.

There are just over 14 million square acres in texas. (I looked up the number of square miles in Texas on wiki, multiplied by the conversion factor squared from miles to yards, then divided that by the number of yards in an acre.

The population of Texas in 23.5 million, so there's not even enough for one acre per person in Texas. (also from Wiki)

But, hey, even Bill O'Reilly's wrong once in a while.
