Certianly we don't want users to be able to change the claim itself, which would let authors trick people into voting on a different claim than they originally voted for, but for tags, you can just as well abuse tags at the time of creation as well as after. Users don't always feel like tagging their claim when they create it, or more commonly they don't think of things they should have tagged it with until later. Letting users tag their claims later would improve the site overall, because there would be that many more claims which have tags, making it more organized and more easily searchable and sortable.
