I agree that having an official languages is not necessarily a case of 'institutionalised rascism' but is often to do with practicalities or to engender a bit of nationalism.
Where I live has 11 official languages. Having said that, English has been adopted by everyone informally since it is used for foreign trade as well.
The claim however stipulates a motive that is rascist and only rascist .... in which case I agree.
