A world wide database wouldn't replace a third of my web usage. A giant database may make me use it to get info that I don't currently. But I mostly use the web for communication.
Distributed DOS service attacks can cause some trouble, especially at the one or more of the core root servers. I've seen a similar approach cause major headaches for one of my previous employers that ran thousands of servers around the world running a distributed, content delivery network.
