You can learn to do them. I can't get them on command but often I can now tell when I'm dreaming and use that as an opportunity to try out some stuff.
Unfortunately I have very bad dream control and my dreams aren't very clear, I guess I have a bad mental visualization or something. They also don't last long, I guess I get sucked back into the dream very quickly.
I taught myself to lucid dream when I was very young... somewhere between age 6 and 8. I didn't know the term yet or that others did it. I just knew I wanted to know when I was dreaming.
But I didn't do it much, and once I could tell the difference between dream and reality I was content to go back to normal dreams. I'm a little sad I got out of practice, and I could try to do it again. But I'm just glad that I did it, and mostly content not to bother.
I had one a couple weeks ago, and it rocked! I was dreaming that I was watching Star Trek: Voyager on TV (don't ask me why), when I suddenly realized that I couldn't turn it off or change the channel. Finally, I unplugged all the cables from behind the TV set, but it still wouldn't turn off. At this point, I realized that I must be dreaming. From here on out, I could completely control my actions in the dream. I was so disappointed when I finally woke up.

Rachel, that's weird, I used to do that to, but as you say, now it's more rare.
