Cohabiting is cohabiting even if it's just for a summer. The cohabitation and the relationship need not end simultaneously, I don't think. But I probably wouldn't count staying with your SO for a couple weeks while you find a new place.

I interpreted the count to be the number of people you have been living with and sleeping with at the same time.
