Like when someone suggests a tag be put on a claim.

I wouldn't go so far as to term what you've described "group tagging". It's important to me that the claimant is responsible for the tags; it makes them an amusing sidechannel for additional meaning.
Which is not to say that the Tag Police should stop watching my claims. Just that I want my compliance with their citations to be voluntary.
