Getting to vote on an issue biases the voter.

Your opinion is not the same when you can just have an idle opinion as when you have to actually give a vote. The decision to vote and then what someone voted for will often change the attitude of the voter. Voting can have a lasting bias on the voter. And arguably some of that effect happens between learning they have a chance to vote and voting.
