Switching energy sources for cars is an extremely complex process when you consider that you need to change the supply chains of an entire industry. I’m not saying that it can’t be or shoudn’t be done, I’m just saying that it is a complex, costly and slow process.
So, high adaption cost 'killed' the electric car and GM was smart enough to suspend theirs; once oil gets more scarce and therefore more expensive, electricity will be cheaper than oil and energy providers will begin to equip gas stations with the required plugs and build infrastructure.
Besides, this - just as most things - isn’t a political issue. ;)

and they have made it harder for anyone else to revive it.
