ugh, got distracted halfway through that description -- Oscar has that because he makea lot of claims.

it should read:

Oscar J Carlton IV has "claim machine" because he has made many claims (generalyl of high quality); and Rachel has "comment machine" because she has made more comments than any other two people combined.

What do you mean by "Foo"?

"Foo" is a placeholder; a variable, like X. So this claim means that cred machine means they make (or give) a lot of a lot of cred, claim machine means they make a lot of claims, etc.
