Several philosophical schools deny the existence of reality- some believe life is a dream or illusion etc. I suppose these belief systems would deny the existence of war, conflict and oppression along with everything else.
I think the claim would be different with "accounts" instead of "has to account", but I would still disagree. Unless you define a "belief system" as something that must account for everything, including things that the belief system may be unaware of or deny the existence of.

A belief system could deny the existence of such. It would probably be very wrong in doing so, but there's no compulsion.

I can't think of one off hand. This fact has no relationship to the requirement that all system of beliefs must do anything at all.
