Each users should be allowed three icons: one for agreement, one for disagreement, and another for all of the emotions associated with "hasn't voted yet."
But the only place on a claim page that a user's icon appears is in the comments, and the representation of the emotional state of agree/disagree/not-yet-voted may differ wildly to that of the comment, which may be a comment to a comment.
That is, my comment could agree with someone who is disagreeing with the claim. Or I could agree with the broad sentiment of the claim, but be offended by the language or grammar used.
Perhaps the best solution would be to have multiple icons, like LiveJournal has, and select which one is being used at the time of posting a comment. Such icons may or may not be limited to the three proposed in the claim.
