As James points out there are many forms of regulation. However I don't think you meant legalization. I fundamentally agree that harmful substances which are misused on a large scale should be made illegal.

However, it is a hard question to say "yes" to because it might flow into areas we didn't anticipate such as lighter gas or even sugar. Also to complicate the matter you must consider that there are 2 kinds of addictions, namely physical and psychological. Even the two best known legal addictive substances, alcohol and nicotine would be very hard to make illegal even though nicotine is moving in the right direction.

I think the best way is to judge each substance by itself as it is done today so my answer is "no".

I'm not convinced Caffeine regulation would help anyone. Nor the various related addictive compounds in chocolate.

Most addictive compounds should be regulated, but not necessarily all.
