By your logic, people should be killed before they're born so they can't murder anyone. Addictive substances aren't the problem, addictive personalities are. Food can be addictive - would you make it illegal for an obese person to eat? Removing the physical temptation doesn't excise the person's inherent addiction. Besides, making all addictive substances illegal would be expensive to enforce and prosecute - possibly more so than the problems caused by the addiction.
