Not always. I'm pretty sure that there wouldn't be too many opportunities for you if your city got nuked.
Except, of course, opportunities to die in various ways.
I would phrase this "can be" because if the crisis is major enough, there is no opportunity. Read Hiroshima and Cherynobyl etc.
Some guys demonstrated an incredible amount of selflessness and heroism while attempting to wrap up the Tchernobyl reactor

I wouldn't call my city getting nuked a "major crisis"... Quite terminal, instead;-)
One woman (a Christian nun) actually experienced a mystical "blow" the morning the bomb exploded.
She survived and helped the wounded she met.
