I would say without proper reasoning behind (and against) a claim, making a claim is worthless. Otherwise it's just the opinion of the masses, which we all know to be a faulty indicator of what is true or just.
I don't think it's less weight, but in the case of a comment that would make a good claim, it may show less confidence on the part of the commenter/claimant, all other things being equal.

Information is information. I weigh it based on what it is. I hold no extra weight based on whether it is a comment or a claim.
